About Us
Technicus Consulting was established in June 2010 when Barrie Burgess, John Clare & Barry Hipwell joined forces. They had previously worked together at Fordham Parsons (which later became Fordham Johns) in Great Yarmouth during the early years of their careers, but had subsequently moved on to different companies as their careers developed.
In 2012 Kevin Buttle joined the practice as a Principal Engineer, and the companies first technical employee. Kevin was promoted to Associate in 2014, and in 2023 became a Director.
In 2013 Kevin Dunnett joined the practice as a Principal Engineer, bringing with him a wealth of offshore structural design and consultancy experience.
We pride ourselves on providing our clients with high quality, professional and cost effective design, and consultancy services for all civil and structural engineering projects. Our projects range in size from simple domestic structural alterations to multi million pound new-build developments and offshore structures.
Our friendly team of experienced engineers work closely with our clients to ensure we fully understand their specific project requirements. This allows us to develop a bespoke scope of services and fee proposal to suit the specific needs of each individual project and client, offering the best service and cost effective engineering solutions.
We appreciate that many of our clients are not engineers, and pride ourselves on providing high quality written reports, structural design calculation reports, specifications, drawings, and 3D imagery to ensure clear guidance and information is provided. This reduces the risk of misunderstandings on site or during the construction stage which can easily occur if the engineers information is of poor quality, lacking important details, or residual health and safety risk information.
Our team have a wealth of local experience and knowledge built-up over many years of working on building and civil engineering projects within Norfolk and Suffolk, and further afield in Essex, Cambridgeshire, London and beyond. However, we continue to enjoy working with new and existing long term local clients within Great Yarmouth, Lowestoft, Norwich, and the surrounding areas to our Gorleston based office.

- Barrie Burgess
Director | BEng CEng MIStructE
Barrie is a Chartered Structural Engineer with over 40 years’ experience in the construction industry. He has a wealth of experience delivering structural engineering consultancy services to clients covering a wide range of projects from schools, residential, multi-storey domestic and commercial buildings, theatres, sports & leisure facilities, churches, industrial facilities.
Barrie is experienced in preparing detailed design calculations for structures constructed in all key structural materials. He has extensive forensic engineering experience, undertaking defects investigations, preparing written reports and
remedial works specifications for a broad range of buildings and structures, from listed buildings to offshore structures.
Barrie is experienced in the role of lead consultant in pre-planning studies for projects, arranging and coordinating such activities as site investigations, surveys, geotechnical assessments, flood risk assessments, traffic studies, and structural engineering concept development.
- Kevin Buttle
Director | MEng (Hons) CEng MICE
Kevin is a Chartered Civil Engineer with over 20 years’ experience in the construction industry covering civil and structural engineering design, structural surveys, condition assessment reports, remedial works and repair specifications, development of maintenance plans and project management.
His experience covers design and specification of new-build and re-modelling works for the residential, commercial, healthcare, industrial and retail sectors on both green and brownfield sites. Kevin is also experienced in the design and specification of offshore structures for the oil, gas, and renewable energy sectors, including offshore interfaces between jack-up barges and fixed platforms, skid frames and panels, hydraulic fluid reservoirs etc. for use on fixed platforms, floating production, storage, and offloading (FPSO) vessels, and turrets. He also has experience in the assessment of offshore deck structures to support additional loading, and design and development of subsea structural installations in steel and reinforced concrete.
Kevin is the office specialist in the design of pressure testing enclosures and protection structures for onshore and offshore projects. He also provides due diligence services to clients in the renewable energy sector for the independent review and sign-off of written Schemes of Examination (WSE) for Pressure Systems in accordance with the Pressure Systems Safety Regulations (PSSR 2000), and lifting equipment in accordance with the Lifting Operations and Lifting Equipment Regulations (LOLER 1998).

- Kevin Dunnett
Principal Engineer | BEng (Hons) IEng MICE
Kevin is an Incorporated Civil Engineer with over 20 years’ experience in the construction industry covering civil and structural engineering design, structural surveys, and concept designs for both onshore and offshore projects.
His offshore design experience covers the design and specification of offshore structures, including interface bridges and stair towers, skid frames, panels and fluid reservoirs, flare booms, lifting apparatus and pipe supports for use on fixed platforms and floating production, storage, and off-loading (FPSO) vessels.
Kevin has experience in the design of subsea reinforced concrete installations for pipe support and dropped object impact protection, sea-fastenings for offshore transportation of components and equipment, and assessment of fixed platform decks to support additional loading.
Kevin is familiar and competent in the preparation of structural designs in accordance with BS EN 12079, DNV 2.7-1, DNV 2.7-3, Lloyd’s Register, Department of Energy (DoE), Norsok, ISO, Health & Safety Executive (HSE) Reports, National Defence Research Committee (NDRC), British Standards (BS) and Eurocode (BS-EN) standards, American Bureau of Shipping (ABS), Noble Denton and AISC codes of practice / rules.
3D modelling of structures is another specialism that Kevin brings to the team which proves extremely popular with our clients as it allows clear visualisation of complex structures, connection arrangements and interfaces, and superb clash detection benefits where new structures interface with existing structures, services, and environmental features.

Administrator & Credit Controller
Anne has over 40 years experience working as a secretary, administrator, personal assistant and credit controller for various employers in a range of industries in London and the South-East of England.
Anne’s experience and knowledge form a key part of the efficient operation of Technicus Consulting, from provision of secretarial support, project administration, report writing and credit control.

- Lisa Hall
Accountant
Lisa has over 25 years as a practicing accountant. She now runs her own accountancy practice providing specialist accountancy services to various independent companies, and sub consultant services to other accountancy practices. We are pleased to have Lisa as a core part of our business management team at Technicus Consulting.
